David Patrick has a broad education and over 25 years of experience in community ecology, habitat assessment and restoration, and public lands policy and regulation.

As a national expert on eco-asset valuation, development and marketing, as well as the regulatory processes that drive supply and demand in ecosystem services markets, Mr. Patrick has become broadly recognized for his work on eco-asset assessment and production of inherent market values, establishing the first Corps-certified mitigation banks (stream and wetland) in the state of Montana. He has authored a unique, privately-sponsored Statewide Umbrella Banking Agreement in the state of Montana, the first and only in the Nation. He remains deeply involved in stream and wetland restoration protocols throughout the inter-mountain west.

Mr. Patrick’s evolving career has ranged from the non-profit sector as a college professor and associated role as founder and director of an environmental institute, to his subsequent role as Director of Operations for a $60 million private equity fund focused on ecosystem services and eco-asset banking, green technology and market drivers to halt global climate change. Projects have included wetland, stream, and/or mitigation banks in Virginia, Delaware, Louisiana, California and Idaho, in addition to those in Montana.

Additional experience has come through many years of:

• Private consulting in regulatory processes for public infrastructure development (waste-water and water resources, roadways and bridges, solid waste, and resource recovery facilities and power plants)
  
  
• Development of NEPA environmental impact reports, land management plans, and watershed analyses (including TMDLs)
  
  
• Lake/reservoir studies, restoration design and management planning
  
  
• Design, implementation and monitoring of landscape-scale habitat creation/restoration efforts

Over the past several years Mr. Patrick has focused almost exclusively on development of market-based resource conservation/restoration strategies such as stream, wetland and species mitigation banking, water quality trading, water leasing (in-stream flow), carbon sequestration and conservation finance, including management of private equity fund structures for investment in ecosystem services.
